The new application of Capital Investment Entrant Scheme is suspended by the Hong Kong Government with effect from 15 January 2015.
Objectives of the Scheme
In October 2003, Hong Kong SAR Government launched the Capital Investment
Entrant Scheme ( the "Scheme") to facilitate the entry for residence by capital
investment entrants, i.e. investors who make capital investment in Hong Kong
but would not be engaged in the running of any business here. With a wealth
of expertise and experience, KGI helps the Scheme applicants to tailor-make
investment portfolios that fulfill the Scheme requirements with specified
financial assets, such as equities, debt securities and eligible collective
investment schemes (i.e. unit trusts or mutual funds).
Scope of the Scheme
The Scheme is generally applicable to:
- Foreign nationals (except nationals of Afghanistan, Albania, Cuba and
Democratic People's Republic of Korea);
- Macau SAR residents;
- Chinese nationals with permanent resident status in a foreign country;
- Stateless persons with permanent resident status in a foreign country
with proven re- entry facilities; and
- Taiwan residents.
Eligibility Criteria
The applicant must:
- be aged 18 or above when applying for entry under the Scheme;
- be beneficially entitled to net assets of not less than HK$10 million
throughout the two years preceding his application;
- have invested within six months before submission of his application,
or will invest within six months after the granting of approval in principle
by the Immigration Department, not less than HK$10 million in permissible
investment asset classes;
- have no adverse record both in Hong Kong and country/region of residence;
and
- be able to demonstrate that he is capable of supporting and accommodating
himself and his dependants, if any, on his own without relying on any return
on the permissible investment assets, employment or public assistance in
Hong Kong.
Permissible Financial Assets offered by KGI
The Scheme applicants may invest in either or several of the
following permissible financial assets:
- Equities - Shares of companies listed on the Hong Kong Stock Exchange
and traded in HK dollars.
- Debt Securities - HK dollars denominated debt securities issued or fully
guaranteed by the HKSAR Government, or by specified corporations/agencies.
- Eligible Collective Investment Schemes
Change in Value of Investment
The entrant is not required to top up the value of his investment in either
permissible investment (i.e. real estate or specified financial assets) should
its market value fall below the requisite minimum level of HK$10 million.
On the other hand, he is not allowed to withdraw any capital gain from his
investment if its market value rises above the requisite level.
Rental income from the permissible real estate and cash dividend income and
interest income derived from specified financial assets may be retained by
the entrant and need not be ring-fenced under the Scheme.
The entrant is permitted to switch his investments from one permissible investment
asset class to another (i.e. from specified financial assets to Eligible Collective
Investment Schemes or vice versa) provided that the entire proceeds from the
sale of the initial assets are reinvested. He should keep a proper record
of every change to his investment portfolio for the purpose of applying for
extension of stay in Hong Kong.
